Default Hub centric ring and tire pressure question

hey guys, 2 questions. First is regarding the hub centric ring. With the 18's I currently have now, I did not get the hub centric ring, even though I should. Now my mechanic tells me that if it doesn't shake when I'm driving on the highway(it doesn't), i don't really have to worry about it. But i've talked to someone else, and they said it's pretty important to have it even if it doesn't shake. I'm changing these rims for a set of new ones(bigger ones ) in a couple of weeks, would it still be dangerous to drive?

Second question is about our tire pressure. With bigger size wheels and tires, do we still follow the factory pressure setting? on my awd is 35 front and 37 rear.

Thanks for your help!

First off, I'd get a new mechanic or switch to a technician.

The Lug nuts are there to hold the wheel to the hub. The hub is what holds the weight of the vehicle onto the wheel. Running a vehicle with wheels that are not hub centric could cause the lug studs to snap and loose a wheel or in the worst cases a major liability.
