It is the oil residue from finger tips as pointed by others. The general rule of thump is never touch a halogen, quartz, hid with bare hands, always use some means of protection i.e clean paper or shop towels, etc.

You could try to take the headlight off and wiggle it out... lol I would just put it back in and give your local dealer a try and tell them that you already have a bulb. It doesn't hurt to try and some dealers are really nice sometimes... gl with it.

Goodluck trying to shake it out. The substance inside the HID is tacky and any shards of glass will stick to the headlights. Unless you pick it out with a small stick. It could be the ballast is over spiking power to the bulbs , poor grounding, or the bulbs is defective itself. Ive done many HID retrofit and touching the bulbs will only cause a blackish tint on the glass.

One of my XD D4S bulbs blew up inside the housing once. I went to Home Depot and got the long fine tip painting brush to scoop out the glass residue. If you have a small vacuum cleaner, it works also.

if that happened to me...I'd have them replace the whole headlight under warranty due to the glass stuck inside after the bulb blew up.
Its a comprehensive warranty and they will cover everything bumper to bumper. Plus lexus usually doesn't give you a hard time about stuff like this under warranty.
