Default Climate control - recycle vs fresh air

Ok so this has been something I just noticed and annoyed the crap out of me.

When I get into the car, and start it up, it will automatically select the "recycle air"..i then have to press "i want fresh air".....but there will be times when i start up the car and it's already set to fresh air...i don't get it....
does it depend on the temperature inside the car compared to what the temp is set at?

mind you i don't have "Auto" selected....

what gives?

I use the AUTO mode almost 100%. When I turn on the A/C it defaults to outside air mode. It will change its setting based on the condition of the air inside the cabin.

I change it to recycled mode because I drive on the highway a lot in stop and go traffic. This keeps the exhaust fumes outside.

You can turn off this feature and revert to a full manual mode for the air intake button via the Lexus personal settings. This has to be performed by the dealer.

I had my dealer set it to manual mode so the recycle is always on no matter what the temp is set to.

I think that if you hold the Fresh/Circ button for three seconds, you go to a menu where you can change the sensitivity setting...

I don't remember exactly, there is a menu there...

If I recall correctly, that's the menu that sets the sensitivity of the smog sensor. (Switches to recirculate when the air outside is stinky). I also recall that it's equipped with a nanny, so you can only call up the adjustment when the car is stopped.
