Questions on a used IS350 (non-HID, curb rash, hood dent, bumper scratch, tires)

i took a look at a white IS350 with black interior today, it looks nice when the door is open and you see the contrast, but just blah when just looking from the outside. i wrote down a list of features i'd be missing going with the SGM with Premium (seems like all Premium adds is the birdseye wood trim lol). I won't need memory seats, AFS HIDs (not the AFS at leaste), autotilt side mirrors, doorsills, and power tilt steering wheel. Not too much...

1. non-HID headlights. how much does it cost to retrofit to HID headlights? $150-$200 but I wouldn't bother!
2. Two wheels have curb rashes at least 25% of perimeter of the wheels.
$75 each to repair the wheels - less if you have them all painted at the same time.
3. There's a dent about the size of a quarter on the hood, it stands out at most angles. Can this be easily fixed? Do those dent removal methods work out pretty well? $150 at Dent Wizard - they will buff it out also.
4. The rear bumpber has an area about 2"x4" with multiple light scratches. It's been there for a while, can it still be fixed? $25.00 to buff out.
5. The tires are almost dead, there have been 24,000 miles on them (still stock tires). Expensive - $750-$1200
If the bodywork is minor and can be repaired by Dent Wizard, the car should look like new after detailing ($150). Price doesn't sound too bad but it's a buyer's market so get your chiseling gloves on!

Add another Negative to the list:
6. Poor economy
Just because it is used it doesnt have to have all those flaws. If you dont buy it, that car will sit there for quit sometime until another Idiot comes by and picked it up. Not saying your an idiot because you haven't bought it yet.
Btw, that car is considered " Good condition " in the KBB. Seems like a careless owner, who knows what other secrets lies beneath.
But hey its your money and effort.
