Pretty sure it's an intake sound creator. Gives the car a more aggressive sound.

Greetings from Finland, I'm brand new to the forum. My IS project has basically just started. What I actually got (installed) today, from ebay of course, is the huge OZ Racing sticker on the inner circle of the wheel: installed them on every corner just a few minutes ago. The wheels I got yesterday: 19" OZ Crono III. Also black-and-white paint job on calipers coming up... (Riding H&R's at the moment)
