i guess those are the wholes for the real exhaust and those at the exhausts at the bottom is just for the looks.. if you look at the holes above the 4 exhaust it shows some kinda exhaust appearing from the back of the shade...

Edit: the owner said he lost those tow hook covers, and he will put them back once they get them again. don't know about the mesh though.
