2009 IS350 - How Much Should I Pay?
The new IS350 at my dealership has an MSRP of roughly $45,000.00 (including delivery). What is a fair (good) price to pay (not including tax, etc.)? Car has the $5,900.00 Nav package.
Also, is now a good time to buy, or would waiting until February have any advantages?

Generally speaking, December is one of the best times of the year to purchase a vehicle.
There is a recent thread on price quotes for '09 IS350 and the buyer was able to get a deal of just a few hundred bucks over invoice.
I think you should be able to get a similar deal if you shop around and negociate.

That could be a problem - there is only one (1) Lexus dealer in my area (the Lehigh Valley in PA). The next closest would be in the state of New jersey or in Notheastern PA.

Your problem will be not being in California or Florida.
It sounds like a Luxury package IS, which is fairly rare. I know I had a client who was shopping my price (2.5% off MSRP) around here, and the best anyone would do was 5% off.
But then in California, you can buy the same car for a few hundred over invoice.

Believe me, I wish I were in California - I visited So Cal last September and fell in love with the place. Maybe I'll shop a couple dealers out there and possibly have it shipped back (if the price is right.) It's something to think about, but even 5% off MSRP is $2,150.00 - figure $1,200.00 to ship, and the discount would have to be at least $3,750.00. Does that sound doable?
