I think all he's referring to is a mounted wheel/tire that you would buy for a small vehicle (ie- a replacement riding lawn mower wheel/tire)

See, no inner tube. It's just like a very small car tire. This one says max psi is 60. I pumped it up to 40 psi, and put it in the trunk, where the spare tire is.
