I just recently took off my stock rims and painted them a glossy black color. I used 3 coats of primer, 3 coats of acrylic enamel spray, and finished it with 3 coats of clear gloss coat. All these products were from duplicolor. I did the proper prep for them too. I gave them enough time to dry also. However, while I was installing the painted rims back on, if I even touched the paint with the torque wrench, a chip in the paint would appear. I need suggestions on what to do because I am at a loss. I followed all the proper procedues, sanded them, prepped wiped em, and everything. What should I do so chips don't occur constantly?

You probably did the best DIY paint job out there but there is nothing you can do to avoid chipping. Even if you get it professionally painted it will probably be slightly more durable but it will still chip. If you want a really durable glossy black finish, your best option will be to powder coat it.
