They can be brighter for interior lighting because the efficiency works in favor of LEDs at low power. When you get to a higher power level, they wont handle it as well. The flashlight in my avatar is fitted with (4) 900 lumens LED (3600 total) running at full 10-12w each. Even at this level, I can't turn it on for long because I can feel the heat soaking through the handle. Now imagine the heatsink inside a hot environment. You can probably cool it while driving, but what happens if you're at idle? LEDs are great, but they're just not ready as an HID replacement.
