Lexus OEM Rear GFX - use "plastic end plates" or not???

I'm installing my OEM rear GFX ground effect piece today and I'm going to use 3m tape only (no drilling or cutting of the existing rear bumper cover).
I noticed in the box that comes with the rear GFX that there are 2 black plastic pieces that are called "plastic end plates" in the instruction manual.
The question is - does anyone actually use these? I haven't seen anyone's install where these were in place. Here's a visual of the pieces -
