HID fogs worht it?

I have to say no, it's not worth it.
Lighting the foreground doesn't help you see further. By the time you saw a raccoon or something that close, you wouldn't be able to stop fast enough.
HID fogs cause more glare to bounce off the road both for other drivers (they do blind, despite what others say- I have seen it firsthand in all makes of vehicles- they are in halogen housings, afte rall) as well as cause fatigue in your own eyes, thus reducing your visibility further down the road (where it actually matters).
That said, i'm all for HID fogs if you only turn them on at shows or meets and stuff. They do look pretty hot
