Default What is this in oil filter element?

So i got some oil filters from sewell and all of them came with this little plastic tube. Anyone know what its for? What about the little rubber washer? I know the big is for the outside of the cap but what's the small one for? The same part number from the dealer before didn't come with the little rubber washer or the plastic tube...

It's used to drain the oil filter housing prior to taking the entire cover off. I think it's to relieve the pressure of the canister before you crack it open w/ the tool

Since this is an IS discussion group, the plastic piece and small O ring are mainly for the AWD version of the IS that has a small drain cap at the end of the canister. The small O ring is use as a seal for the drain cap and the plastic piece is use to drain out the oil in the canister (with tube extension of course for less mess).

^ i didn't know that plastic tube was applicable to is250awd as well.. it's a feature that i would like to have since the angle of my oil filter housing is downward slope (= messy canister).

This oil filter also fits the Camry 3.5L You will mostly use this feature on their model than opposed to our car.
