2009 IS350 Steering - Problem Solved!
Thank you to everyone who gave me feedback about my car's steering problems. The steering rack was bad. They replaced it and the car now handles 10x better. So, I spent the last two months thinking that the IS350 had the worst freeway handling of any car I had ever driven. Oh well. It handles (almost) great now!
Anyway, I wouldn't have known that it wasn't normal if you hadn't given me such good feedback. Thanks!

They refer to the low dust brake pads as a service bulletin not a silent recall. Recalls or "Campaigns" as Toyota/Lexus call it must be announced publicly as they are safety related repairs required.

Apparently, there was a similar recall on the steering rack for previous model years of the IS.
BTW - Although the steering problem is now fixed, now I can hear and feel some clanking noises when driving at slow speeds over very rough roads. Great.
