Insurance company screwing me?

So I basically totalled my 2006 IS250 premium package nothing more. No Levinson and it had 76k miles. Well on the quote they wanted to give me around 25k, before the deductions. They said the average mileage was 31k and therefore deduct 9 cents per mile over 31k which ended up being close to 4k. Has anyone gotten into an accident where the mileage was over? If so, how much was deducted per mile? I couldn't find any listings for IS250's with my mileage.
Plus now I'm shopping for a IS350 certified, so if anyone has bought one recently, please let me know how much w/ what features.

Some times I just don't understand why we pay for insurance.. It seems like the only thing they do when you make a claim is try and pay the least amount of money they can.. Then after they pay the very least when you buy another car the jack up the policy on you... I just feel like it a legal scam... Sorry for getting off topic I just don't understand them lol

to the OP:
31K seems a bit low for average mileage for any car. Who drives their car 10k a year? I think they should start charging overage at around 45K miles. I would pull KBB values as well as other sources and negotiate.
