I drive a 2009 IS250 RWD, reside in San Francisco. I drive city majority of the time, maybe a few minutes in the freeway everyday to get to school & back.
My tank average is usually around 20mpg, this is consider low right? Before you guys flame me, i'm not a reckless driver who weaves and i don't gun it every time i see an opportunity.

I drive with etc pwr on. can that be the reason? is it just SF? or is my engine retarded?

I had same mpg when I commuted to hs. It's the short distance/city driving/hills of SF/PWR that are giving you <20mpg. I occasionally commute now, but it's a long drive, lots of freeway, and I avg >25 mph. I do gun it occasionally to pass cars, but its just your short commute thats killing you. haha
Don't worry about it, your engine is fine.

Lol yes the ETC PWR play a huge role in the gas situation!
and yes it is true usually driving on inside road and etc you tend to have very low avg compare to highway, BUT i have a 350 and mine is basically the same as yours lol but drive with out the etc pwr it should make a different in gas.

How far do you drive each time you start the car? Getting the car off cold cycle takes more energy than anything else short of street racing. If you're driving less than 10 minutes each trip, your mileage will suck and you should be changing your oil very frequently because it is never getting hot enough to boil off the water collecting in it from condensation inside the engine during cold cycle.

I think you answered your own question. Under the conditions you drive, you aren't going to see much higher. As far as the ETC switch, maybe. It's not going to help, but I dont' think it kills it either. I only saw a 1 mpg drop when I kept mine on. It's worth the extra power IMHO.
