2007 IS250 oil change help!!??

We changed the oil tonight on our IS250 and noticed the FRAM ch10158 oil filter has this plastic piece and extra gasket, which we have no clue what it is for since the old filter in Lexus did not have this part.
After googling the fram filter we came across a picture with plastic piece sitting in the filter. Is this plastic piece a must? I know it sounds like a stupid question being that the piece was in the box, but the filter fit just as the old filter did. However, we obvisously don't want to screw up the vehicle.
I have posted a picture of the plastic piece and gasket and also a picture I found online of the filter with the plastic piece in it.
Any help/advice would be greatly appreciated!!

this is actually a way to drain the oil without making a mess... for instance the ls460 oil changes(mainly- i use to work at lexus).. we don't need to use this cause we can easily let it drain by unscrewing the metal filter and have it leak out.. but since the ls460 filter is pointed downwards it would get all over your hand and be a mess cause the oil will leak onto the underpanels and will leak everywhere if you don't clean it. also its hard to clean... so you use a 3/8ths square head no socket and unscrew the tip of the filter instead of half of the metal filter (you should see a square hole on the outisde of the metal filter thing or something like that) then you use that plastic thing in the picture and stab the filter and it drains out the oil in a clean way. but i have shortcuts for oil changes and that litle plastic thing is useless IMO.
