High Idle After Reconnecting Battery

High Idle After Reconnecting Battery
Hello,
Whenever I reconnect the battery, I always get a constant idle speed of 2000 RPMs even when the engine is hot and driven on the freeway. After turning off the engine and turning it back on like 7 or 8 times, the idle speed returns back to normal. Is this normal? Has anyone experienced this? All my other cars I own don't have this type of problem, just reset the windows and enter radio codes.
