Yes. It has to be actually "mounted" on the front end.
I think having the plate in the window is more likely to get you pulled over than not having plate in the front at all. lol

hey kim you should put the license plate on a bracket, zip tie it on the bottom grille and get it signed off by a cop. thats what my bro did when he got the same ticket lol
