let's see if i can't answer this is 1,000 words or less...
we all know what offset is: distance between center line of wheel and inside mounting pad.
there are also two measurements that can be calculated from the wheel width and offset, and it's called the "frontspacing" and "backspacing".
frontspacing is the distance between the inside mounting pad and the outside edge of the wheel, and backspacing is the distance between the inside mounting pad and the inside edge of the wheel.
without boring you with math, what your seller has told you is basically this: your new, wider wheels have the same frontspacing as your old, narrower wheels. obviously, the backspacing of your new wheels will obviously greater than that of the old wheels.

19x10.5 +22
Can I get away with natural camber or do I need megan camber arms? And will I be able to run it with 225/35 255/35? Thanks

I have a IS250 running on 17" original setup with no mods at all.
I would like to run 19" and am looking on ebay for wheels to ship to Sweden. However, I am a little bit new into this with rims. What specs should I be looking for? I do U-Turns alot and do not want any rubb at all. I will also consider making a 2 inch drop later after I get my wheels and want my rims/wheels to fit without any rubbing.

i'd recommend starting with 245/35-19 first, and if you still have ample room, then go with 255/35-19.

225/35-19 + 255/35-19 is also par for +2 sizing.
check w/ Mike@Vossen for your tire size specs.

You will need a pull if you want it too look good and be able to lower it. Here is mine running 18x9.5 +22 and 18X10.5 +22. I am rolled and a good pull all around. I still rub in the rear and On the front bumper tabs. I haven't gotten around to relocating them. I can solve the rear rubbing by running a 245 or running more - camber. IMO you will deff. want to pull the fenders but it can probably be done with just camber.
