I just paid $350 for my 15k service with alignment. FML, can they just change the oil and turn off that damn light?

of course they can. it's called an oil change.
next time you go, don't mention the word "service". just ask them to do a simple oil change.

Yes, at least according to one SA I talked to about it. He said the filter is always filtering air, whether or not AC is on or off and in both fresh air and recirc mode.
