I think "any modification that makes the car worse than it was stock" is a good definition.
People do some pretty stupid modifications to cars: huge rims or any aftermarket rims that aren't better(lighter/stronger) than the stock ones with cheap tires, non-functional "aerodynamic" packages, tasteless paint jobs, half-assed engine modifications that compromise reliability, exhaust systems that aren't properly designed with the firing order/pulse spacing in mind and end up sounding like a continuous fart, nitrous in general, etc.

Rice is just some stupid terminology that differs in meaning for everyone. If you enjoy how your car looks and operates, then that is fine by me. Creativity shouldn't be stifled just because some people disagree with it.
Having said that, I do not approve of mods that typically will make your car more dangerous on the road, or otherwise cause a disturbance. This typically includes things like loud exhausts, tinted taillights and headlights, blue leds on windshield wipers, high kelvin HID kits that result in high amounts of glare, etc. Otherwise, if you want to slap on a big bold body kit, or even badge your car differently, what do I care? If you like it, that's all that is really important.

as it differs from person to person, extremist say that RICE is something that is just for show that doesn't help your car go any faster/or have any function/performance gain. while on the opposite side it could pretty much mean its ghetto or looks like ****.

rice is anything that makes your car look faster than it is, don't get me wrong, lip kits and rims, bbks, are fine. but if the wing looks like it belongs on a plane, then yes its rice . as for those that say reps are rice, not everyone got a fat wallet for authentic stuff (such as me lol).
