Default Paint Chipping (but primer sticking)

I recently had a rear lip installed and painted and by the wheel arch i'm getting small chippings on the basecoat but i can see the primer and the primer is not chipping. The bodyshop says thats just stone chipping and is part of wear and tear. but i'm sure its not the case because my front lip which came factory painted has stone chippings but those stone chippings goes into the primer and you see the actual black plastic.

can anyone tell me if this is normal?

Without seeing it in person it sounds like normal wear and tear. If the paint starts peeling then I'd be more inclined to think the shop didn't prep it properly.
