Uh, no it isn't. In the US outside of CA, on the 2IS especially (since the aftermarket is quite limited) there's almost nothing available that isn't legal other than the exhaust bits that remove/replace cats and a couple of lighting mods that look like emergency vehicle lights (red outs not in this category).
The OPs problem is he's in another country, where this specific mod appears to be illegal.

ive already bought the red outs, they got shipped to a friends house, and his gonna be giving em to me on the 20th (Russell Peters concert!!!!!! WOOOT!!!)
anyway, i'll just keep em off till i can confirm if its illegal or wat not
im tryna save for a Hi Power exhaust, but too many mods, lol

they dont come with amber color turn signal lights, so i dont see why the redouts would be illegal on your IS.

i think the closest to a Acura, is the Honda Accord Euro
i SWEAR i saw a Range Rover with red turn signals before in the city
it caught my eye cuz the turn signal was like a outline of the brake light i think, or something like that
