Bartec sells a generic TPMS tool (the Tech 400) that has the ability to program the Lexus system, but only a handful of tire shops have them. From what I understand, Discount Tire is one chain that has started to equip their shops with these.

The light won't come on until after 30 mins of driving. So if you're doing short trips, you won't see it. This happened to me before when I first got my winters put on without sensors. I could drive up to 30 mins before the light came on. Sometimes if I knew that I was driving longer than that, I would pull over and turn off the car and restart it to fool the system to give me an extra 30 mins.

yes discount tire and americas tire has these because they broke one of my sensors and replaced it on the spot and reprogrammed my system with the new one. The tool has to scan all the sensors ID by holding it next to the sensor and then reprograms it to the car via OBD2 port.
