Im pretty certain that the redout tint acts as a visible light filter, whereby any color light you put through it will only yield the red portion of the spectrum.

Im sure we all remember from grade school that anything that is exhibiting a color other than black is reflecting that color back to your eyes and absorbing all other colors.

black absorbs all colors, white reflects all colors. any color in between reflects said color.
