same issue here...
rselby - You can actually find it on Page 296 to 306 of your Manual. The fuse is located at the Passenger’s side instrument panel it's the number '10' on the fuse layout.
Same problem the Cigarette lighter outlet doesn't work on my IS2 and it's annoying when I'm using my GPS because I use the charger inside the arm rest so I have to leave it open when i'm driving.
I haven't actually fix the problem yet too lazy to do it... but if you're up to it let me know how you did it so I could change/fix my fuse too. Thanks!

I had the same problem and found the fuse in the passenger side fuse box under the glove compartment. Pain in the *** to change since I'm right handed...But it uses a "15" mini fuse located in the middle of the fuse box. I have a 2006 so i don't know if it is different in the 09-10's....hope this helps.

ok I finaly fixed it...was so easy took like 45 sec...there is a lil fuse cover under the dash on passenger side...gotta get in the floor and look up under the glove compartment..and there it was a white fuse panel...just flip it open pull fuse put new n its place...I thought I was gonna have to take the dash apart or something...
