All you have to do is turn the wheels in, unbolt the liner along the front bumper in the wheel and just pull it aside. You should be able to see and reach the fog light assembly there.

It takes literally 4-5 minutes, you'll have way more room to work, and you're do an infinitely better/cleaner install. I'm assuming you're putting HID's or something it. If you're just changing bulbs, sure, pull the shrouds. But if you're putting stuff in it, do it properly and take the bumper off.

You don't have to pull the bumper at all. I like to do it because I have way more room to work with. The first time I did it, i just pulled my shrouds out of the way. For me, I found it to be a bit of a pain. The second time, I pulled the bumper and did a super tidy install with the relay harness and mounting my ballasts behind the actual bumper. It's all preference. I also did mine in the thick of winter so my shrouds were perpetually covered in heaps of dirt so the bumper pull was also a cleaner option
It's up to you, both methods get the job done.

If you're replacing the whole housing, or doing an HID conversion, it's probably best to remove the front bumper. If you're just changing the bulbs, definitely do the fender liner method. There's also a little access panel underneath the car where you can change the fog bulbs, but strangely it's only on one side (driver's side IIRC).
