That's an '09 Tom's front lip. Isn't your vehicle an '07 or '08? If so, that's the reason. Otherwise, check to see if reinstalling can resolve the issue. Where did you go to get the installation done?

use a heat gun and heat it up, it should help in conforming it better to the bumper

I have the '08 Tom's lip (different style) and it fits like a glove. I thought the quality and fit was as good as oem.
