Repainting Mirror Cover

Someone cracked my mirror cover in a car park and i've just managed to get a replacement cover from a dismantler. only thing is the cover is a complete different colour.
i've purchased an aerosol can of clear coat and the base coat. can anyone tell me what the best method for painting the cover is? should i sand down the cover first? (what grit paper?). should i use plastic primer? (does to promote adhesion?)
Also, I've tried applying clear coat a few times on a test panel but it comes out patchy. Is there a trick to not get it patchy? like maybe wet sand and polish and buffing at the end?
