Where did you find the data that it effects only 0.2% of Lexus owners? I may gamble that 0.2%.
My wife has a 2006 Civic and the only recall notice she got was for rear crankshaft seal. I know that is a major job too, but since hers is a 5 speed we will do it when she needs a new clutch. IMO, it is not as major as valve springs.
I don't have much confidence that the dealership will do the job/take care like it's their own car. My car had a window rattle after the first week of ownership. Two weeks in the shop and almost 200 miles on my new car and the rattle was NOT fixed. Had a rock chip on the hood and scratch on the door panel too. In the end, I fixed the rattle myself by adjusting the window frame and door latch. I am NOT a Lexus trained tech and I figured how to fix it. I regret taking it to them so I don't want to have the same experience again.

Look man, its up to you if you want it done. But its pretty much a brand new head. GET IT DONE! If they mess it up, they HAVE to give you a new engine, let them do it...You will be fine. If you can't trust your dealer then find a new one or leave your car be and let everything fall into place.

Seems like you have your mind set from the get go not to do it although most people are suggesting otherwise. Even with their reasoning, you still are a fighting fish.
So I'm going to be different and tell you not to do it.
But if it were Micaiah, he'd be done a a while ago...because there is no way I'd sacrifice my family's safety should he stall on the freeway.

No, it doesn't apply to all 2008 models. If you have a late model 2008, you may be ok. The best way to find out is to call or login to the lexus owners page.

For what it's worth...I would be in the same boat as the OP on this issue (i.e. waffling on whether or not to get this recall done).
There have been more than a few side effects after the recall (simply search this forum or google it). Yes, they should (and probably will) get fixed, but if these issues happen to you...it's more than an inconvenience, and you can't help but wonder what other side-effects will pop up down the road (possibly under warranty...possibly not, and yes it should be covered either way, but proving your case can be tough).
I'm not saying I wouldn't get it done, but I probably would seek advice (or 'interview' the dealership/service department) because it does seem like there's a risk with performing this recall. Considering this issue only has a 0.2% failure rate (which some car manufacturer's won't even issue a recall for), I don't think it hurts to ask lots of questions.
Just my two cents.

OP - I just had mine done (2007 with 51k miles), and all seems fine. Didn't have any issues with driveability when I took it in, either. For your situation, I'd prob wait 6-12 months....let your local techs get more experience with doing the work, since you drive your car so little and have such low miles.
It's highly unlikely you'll have any issues until then, so I wouldn't worry about the safety aspect that others are alluding to. Just take it in when you feel like getting some use out of a loaner for a few days
