well any replaced parts like warranty or recall work carries a warranty for 12 months/12k miles. sounds like your over that though.
i never tried the shimming thing but i pretty much had the exact same problems you mentioned. mine got to the point where the ps light wouldnt come on and the power steering would work fine but it make a loud creaking noise every time i turned the wheel. lexus quoted me $2400 to replace which is bs. fortunetly i found my extended warranty papers.
you could try replacing the power steering ecu and see if that fixes it. i know a few 2IS guys said they had a problem with the ps and the ecu was the problem. i dont know if the 3GS shares the same power steering ecu as the 2IS but theres one on ebay dirt cheap for like $40 bucks. The part number is 89650-30630. check that with the one for the 2IS and see if its the same.

I have almost the same exact problem as the OP. The only difference is I don't get a light or any system sign that says power steering is out.
I had the steering rack replaced back in February 2009 per the 9LC recall.
When I initially turn the car on, I can turn the car normally for about 30 seconds. After that, the steering wheel gets very stiff and I have to put in effort to turn the wheel. Also, in motion (50mph+), just to make a simple lane change requires a lot of effort to move the steering wheel an inch or two.
I have the stock HID system but I changed the D4S bulbs to aftermarket ones. I also have HID fogs. That's all for the mods I have.
My basic warranty expired in September 2010. Does anyone know if there is a warranty extension on replaced parts from the 9LC recall?

I have diagnoses it and found out the problem to be the ps rack. It has been over a month and have no problems at all.

I'm going to take out my HID fogs and see but I don't see how that could affect it.
In the other threads of power steering going out (the ones that were possessed), they had aftermarket HID's for their low beams and their ballasts were too close to the ECU.
Ballasts near the fog area will affect the PS ECU too?
