Don't see any 15 fuses, but I did go buy some. However they keep blowing now. Already went through 3 of them. my vleds drl with the new modules have been working for about 6 months until now. Could it be the cold weather here in MN that is causing the fuse to blow? Can I put a higher fuse? there is a spare 25 in the fuse box.

You might have a short somewhere or perhaps the modules went bad. I'm not sure if putting 25 amp fuses in there is a good idea; I'll defer to someone with more knowledge of the 2IS electrical system.

Do not put in the 25A fuse. It is 15A to run max 15A thru the wires. I would change out the VLED kit back to oem bulb and monitor if you still have the same problem. Like bro said, it is most likely vled module went back and starts to draw higher current causing the blown fuse.
