Default Need help in the Washington D.C area

is there anyone located in the washington d.c/NoVa area thats willing to help me do some or all of the following? just so you know what youre getting yourself into, i have absolutely no idea how to do anything.

-install led DRL's
-install led fog lights
-black out tail lights using film that i already have purchased

I can do taillights and drls don't know about the fogs

I dont have a heat gun nor do i have a hair dryer. me and my dad in our house :P
if you could seriously help me out that would be awesome. just give me a place and a time. im also looking for someone to help me paint my rims black if it isnt too much. yes, i realize how time consuming it is. and i also REALLY need help with something else: okay so i have a little problem... I CANT GET MY WHEELS OFF. I wanted to put on my original asa rim caps on my car, but i cant get my rims off. My friends and i even got an impact gun from auto zone and that didnt work either. any suggestions?

They are probably rusted on there, try kicking them off

Once u get the bolts off kick the tire it should break it loose

sure ill give it a try, WD-40 should work if not then PB blaster. For the tails i need a hair dryer thou
