Correct, however they're not just round holes that you can just drill, they are long rectangular slots.
I can also confirm there are marks inside the bumper for this, installing it right now.

Yo!
I saw that '11 F-Sport Front Bumper Kit on Sewell too.
I have a 2010 is250, would it retrofit onto there?

Drilled holes in each of the corners of the slotted area, then sawed/filed out the straight sections. A dremel would have worked well also.

Jeff, you my friend are a brave pioneer leading the way! Thanks for taking one for the 2011 team! It looks very well designed with the clips and fitting. Was it easy to remove the stock foglight bezel and plastic covering?

I took the bumper off once before to install the F-Sport grilles, it's not too bad, especially the second time, as for the fog light bezels, they just pop out without too much fuss.

Where did you read that Jeff?
I searched Sewell under 2010 IS250 and under exterior there's the F-Sport bumper.
Under the listing: "Also Fits: 2011 - 2009: IS250, IS350"
btw...car looks good. does it look balanced over the body of the car? did you add any other pieces to the side, rear?

The 2011 bumper will fit the older ones yes, but the 2011 lips will not fit the older bumpers. That's what I meant.
