I was wondering what a is250 is in japan? is it a toyota?

No, it's a Lexus IS250, same as in the US.

Lexus launched in Japan in late 2005. (2006 model year), same time the IS250 was introduced. They even rebranded vehicles that were Toyotas (Soarer) over to Lexus (SC430).

The previous-generation IS was the Altezza.
