I think it varies not only state to state, but also dealer to dealer. We just recently (last Saturday) picked up my wife's IS 250 in Ohio and we live in PA. The dealer couldn't register, inspect or collect our taxes. So instead of us having to write a check for the amount of taxes due, we rolled it in to our loan and then they cut us a check for that amount to take when we have to go get the car registered in PA.
But dealers that are closer to State lines can usually do it just like you were in state. We looked at a dealer in NY and they could have done everything for us right there and transferred over our PA plate and all that stuff. They told us they used an on line registration company that could do any state, but it was an extra $80 fee for that service.
