how can you tell about headlights
How can you tell if an IS350 has standard headlights, HID's, or Adaptive lighting. Is there a way to see the difference just looking at the headlights?

All 06-10 models with HIDs have AFS.
Easy way to tell is see if there's an AFS ON/OFF option using the multi-display switch. (the one that looks like <o> to the lower left of steering wheel).
If you don't have AFS you don't have HIDs
(06s are even easier- if it has memory seats it has HIDs, if it doesn't, it does not have HIDs... 07-10 cars if it has memory seats it has HIDs, but if it doesn't it still could have em and checking the AFS on/off option is the easiest way to tell)

Headlight washers (on 06-10 cars anyway) are a relatively rare/obscure standalone option... while HIDs are far more common (and on 100% of cars with the lux or sport packages for example)

Maybe one of the experts can chime in. My car has the damn headlight washers. I hate them because they leave streaks of washer fluid all over the bumper and fender. Huge bummer esp. after a wash This could be a Canadian thing?

You certainly can actually.
It's a $100 option that has no relation to the type of headlights on the car.
Most manufacturers, MB, BMW, Porsche, even domestics, include washers with factory HIDs. The theory is, they're used for removing ice from the lens than washing, since the HIDs don't produce the heat that halogens do.

Notice where it says:
Headlamp washers $100
Notice how it has no relation to the type of headlights on the car? (as evidence of this it's a $100 option on the AWD 250 for example... a car where HIDs are optional and the two options aren't dependent on each other)
More importantly though- there's a ton (overwhelming majority) of 2ISes with HIDs that do not have headlight washers.... hence suggesting looking for headlight washers to determine if the car has HIDs is incorrect advice.
