I was driving down the highway just now and a rectangular piece of !@#% rolls across the freeway and hits my rear passenger side door. I get home and look at the damage and there's a huge, at least 12" gash in my rear passenger side door and my side rear bumper's ripped and loose. What the hell can I do now?! Can I file a report claim to the city that manages that freeway?

Collision coverage pays for damages when your vehicle collides with another car or object (mailbox, wall, etc).
Comprehensive pays for damage to your vehicle caused by means other than collision (theft, fire, vandalism, animals, falling objects, natural disasters).
Call your insurance company to ask which this would fall under, but I believe collision.
You should be carrying both types of insurance, since they're entirely different coverages, and each has its own deductible. Comprehensive claims should not affect your premiums (unless they're excessive), but collision claims may.

It was moving debris so I couldn't avoid it safely since I was in the furthest left lane with a concrete barrier and cars in front, back, and to the side of me going at least 55+ mph. It's not like it was stationary on the highway where I could see it coming.

My recommendation: call your insurance company. Talk to them about it. It's a fairly unique situation and they should be able to direct you down the right path.
I think the best thing to do would be to file a claim on your insurance, then let the insurance company go after CalTrans if they want.

There have been multiple members who went after the city for damage done to their car by debris on the freeway. However, it would take a minimum of 6 months to a year before they saw any kind of paycheck.
The best route has already been stated by previous members, just do some research and then give your insurance a call.

That is completely messed up. Sorry to hear that. Insurance "should" cover it but definitely get a quote as I have a feeling it will be less than your deductible unless you chose $250 or something like that.
