His car doesn't have the LED headlights anyways (nor does mine), but some people with the new LED/HID headlights have had the dark chrome finish bubbling inside.

I have the leds on my 2011. How often is this occurring? I'm going to be pissed if that happens to mine and Lexus doesn't do anything about it...
^ Very, very often. The consensus seems to be that the chrome ring is acting like a magnifying class and focusing the light on a certain area, causing it to bubble.
Lexus corporate is aware of the problem is working on a solution.

The dealer told that he'll fix the front plate once I get my numbers. Till that time, I have nice time to enjoy the front bumper.
