Snow/ winter tire's rubber is very soft and able to better grip surface (snow, ice, wet tarmac) under it in low temp. All season tire's rubber has to work under very very hot weather in summer then low temp in winter - it's never gonna be the same condition as winter tire has.
The country I used to live (Europe - Poland) everybody changes tires summer / winter even AWD and I have no idea why do people in usa belive in all season tires...??
Look at the test on youtube.com there is bunch of them and they showed and proved how big difference is when example emergency braking all season vs snow tires on the snow or icy road, I am not going to mention here about traction control on the curves, efficient acceleration and braking again etc etc....
I do believe that a couple extra bucks spend on another set of rims and proper snow tires always worth, especially in the hard snowing areas.
