Would 16" wheels fit on a 06 is250 AWD if it has factory 17"?
The reason why I ask is, I have 16'' winter tires that would fit.

Yep you can.
Here is the correct offsets for both 17" and 18" wheels for IS250/350. This is from the Lexus 2006 New Car Features book which I have here.
There is also a 16" option but it is only for the 250.
17 x 8 JJ, 45mm (both AWD/RWD)
18 x 8 JJ 45mm (both AWD/RWD)
18 x 8.5 JJ 50mm (RWD's rear)
