So.....my car is at 63k mileage and 2008 and I want a full inspection, but I honestly have no idea how much or where to go.
So I found this forum, and hope I can get some answers or tips from you members.

Also, I had someone rear end me moooooooonths ago, but never did anything about it cause I didn't know where to go and I was also scared they'd do a bad job, so if you also have recommendations of that too, thanks!

Go to any dealership. Costs an hour's labor, or around $120.

Since your in the bay area I would suggest going to Coliseum Lexus in oakland they have a good service dept and are honest in my expereience. As for a body shop maybe use a shop they reccomend. I was referred to Cooks Collision in san leandro in the past to install a spoiler.

Inspection is about an hour cost of labor, as mentioned by Calvin2376. If you are close to SF I would recommend Sunny Auto on Potrero Ave or Franklin Auto Body on 24 Franklin St. (Hayes Valley) Both places I have been to with parts being painted and very friendly and helpful people. Good luck.
