Default Help... Something fell off while changing my fog light bulbs

I was changing my driver's side fog light bulb from stock to a PUTCO jet yellow halogen bulb. While my hand was inside the little opening under the front of the car, this rubber part fell out.

I couldn't figure out where I knocked it off of so could not put it back. Does anyone know what its for and if its critical? Should I be worried? Where does it go?

It is used to cover the vent hole on the fogs

Okay thanks .... so shoud I be worried that it is no longer on? Does this mean moisture can get into the fogs?
