No. The bumper supports (brackets) are specific to the bumper. They're specific to the bumper as the brackets will follow the contours of the bumper. The brackets allow the bumper to be help flush to the headlamp. With different bumpers there will be different brackets.
We suggest using the existing brackets and instead of using the original 3 screws, you'll only use 2 screws to attached the bracket to the headlamp.
We have heard (hearsay) others stating the bracket requires modification however no details are available to support the statement.
We didn't modify the bracket in our installation trials so we would expect you would not need to either.

If so that would make more sense since I believ you and the other person who did not modify their brackets used the "Loaded" set coming from non-HID equipped.

No, they are the same between HID and non-HID.
The ISx50 Sedan has 3 types: 06-08, 09-10, and 11-12.
The IS C has 2 types: 10-12 Halogen and 10 HID are the same, 11-12 HID are different.
The IS F has 2 types, but the older one changes up to the newer one as the bumper stayed the same. 08-10, 11-12.
I noticed that my 2011 brackets had the mounting holes for both types of headlights, so they would fit any year headlight with all 3 screws, but obviously they are only intended for use with the 2011+ bumper.
