HID option and package

Why can't HID headlight to be stand alone or separate option? It is too much to spend 3/4k extra just to have HID.
I was trying to build 2012 IS350 and you can not get HID unless I order 5k+ package. It is ridiculous.
HID is to help illuminate better while driving, so safey/driving feature instead of luxury feature (IMO).
What do you guys think?

It doesn't actually tell you what is available from lexus.
It tells you what is commonly sitting on your dealers lots.
Usually a given region gets 2 or 3 specific combinations of options sent to that region. So once you put in your zip, it's showing you those 2 or 3 combos.
If you go here however you will see all the options that are actually possible from the factory:

Notice how HIDs are a standalone option available for $875 MSRP on the 250? On the 350 it's standard regardless of package.
At that point if you wanted em on a 250 you get two choices (well, 3 really):
1a: Your local dealer can find a car configured the way you actually want at a dealership in another region and get it for you.
1b. You can find one yourself and go out of state to get it.
or
2. Your dealer can special order exactly the car you want. Which is what I did since the options I wanted don't exist at all in any of the pre-configured packages that routinely go to dealers.

When I was at the dealership debating weather to purchase a 250 or a 350. They told me the Bi-Xenon HID Head Lamps are standard on 350 models. Seemed to be reflected as standard on the window sticker also. It was an additional $875 on my 250 that I ended up purchasing.

Correct.
It wasn't standard on any ISx50 until 2011 when they switched to the LED HIDs, at which point it became standard on the 350.
From 07-10 it was an option (either standalone, or as part of the Sport or Lux packages)
For 2006 it was ONLY available in the Sport or Lux packages.
