It's best to get the lip painted first then install it.

Every inch/corner of your accessories will be painted and not just what's visual. It may prevent peeling in the future.
As it is always best to remove lights/mirrors/bumpers etc. from a car when painting it.

Just have your painter be very careful when installing parts.

Definitely paint it before you install. You can test fit but it needs to be removed from the bumper in order to do a good paint job

In "test fit" do you guys mean align it, dill holes in the lip kit to attach to bumpers, make any necessary improvments? After that paint then do final intall?

^^^ Correcto...

Last thing you want is that you paint it then realize that it doesn't align the way you want it... then you need to make adjustments to the lip and end up ruining the paint.

The guys who say paint first are wrong.....you must Always test fit a kit on a car first because you don't want any problems after it's painted. If it does need trimming or drilling it can be done prior to painting.

True on test fit, but please do yourself a favor and paint the lip before installing.
