Maybe it's fully charged, but fails under load. Try replacing the battery with someone else's to test.

It actually starts above the C. It stays above the C for about 3-4 minutes and then slowly starts to creep toward the middle.

Initially thought, on every start up, it went straight to the middle.... weird...

^Look into a high-output alternator; the cap isn't the answer.
