I don't know what you are talking about.
Maybe:
1. The needles spin and sweep when you turn the car on.
2. RPM and SPEED indicator rings change colors from blue to orange to red depending to user configurable settings.
3. Drving really fast at night so the street lamp reflect off the cluster glass and makes it look like they are spinning.

There is indeed a blue backlight in the cluster ... Is that what you are talking about? (The ring on the inside of the numbers) Its because the area in the middle, where the needles are, is slightly recessed.

We have a winner:
2. RPM and SPEED indicator rings change colors from blue to orange to red depending to user configurable settings.
They do not spin, you are most likely seeing a optical illusion from the frame rate of the camera.
You can control when the ring changes colors by using the satalite buttons near the "brightness" ****.
And it comes standard on all IS's.

You are talking about these...
Im pretty sure the OP is talking about the light that comes from the gap between the surface where the needles are mounted and the surface where the numbers are printed ... and not the light up orange/red rings. OP already confirmed it was the ring in the picture I posted.

Ahh. Hard to tell from the OP's description.
Edit, I don't even remember having a ring on the outside of the clusster.
OP, how about a link to the video you were looking at?

lol if your talking about the blue ringss that GiantsFan described then, they dont spin,
If you starting to see those rings spinning you need to pull over and let someone else drive.
