It depends how you are installing the glass. If you install it as per Lexus' instructions, it is much better to have the dam in place. If you do it the way most glass people do it, it's not going to do much (they slam the glue down on the body instead of the glass). Most customers/installers probably never use the dam, and if they do, they probably don't use it correctly.

The windshield glass should be available in the USA without issue. The part numbers are as follows:
56101-53959 - Glass, Windshield (w/Deicer)
84794-33020 - Switch, Windshield Deicer (2010-2011, LH side of the steering wheel)
84794-52010 - Switch, Windshield Deicer (2012-2013, RH side of the steering wheel)
88263-21010 - Relay, Windshield Deicer (LH engine bay relay block, near firewall)
US cars will have the wiring for the relay and the glass itself, up to the dash harness. The dash harness for US-spec cars will likely have the wiring for the switch on Cold Area Spec cars, others may not, I cannot confirm either way. If not, it's a relatively simple thing to add to control the heater circuit.
